Proposed Major Development Watson Road
Planning permission is being sought for the biggest housing development in the area since the Watson Estate was built nearly 50 years ago.
Update on Planning Applications D15A/0777, D15A/0778
Dun Laoghaire Rathdown County Council refused D15A/0777for Watson Rd/Church Rd developments on 4th Feb 2016 and D15A/0778 on 5th Feb 2016.
The grounds for refusal were:
- Housing density not high enough.
- The mix of house types is inadequate.
- The proposal is deficient in terms of Open Space provision.
- Concerns about the amount of mature tree loss and the resulting impact on visual amenities.
All of the above were deemed to be in breach of the 2010-2016 County Development Plan.
The areas of concern expressed by the residents at the meeting in January of the Watson Road Action Committee were:
- Increased traffic.
- Hazards to children attending nearby creches and schools.
- Capacity of the sewage system.
- Fresh water supply.
These points were not mentioned by the Planners nor was it noted that these points would be considered to be in breach of the County Development Plan.
Residents who lodged an appeal to DLRCoCo should have received letters from An Bord Pleanála advising you of this.
Regarding our recent appeal, the professional advice we received stated that the greatest impact would come from the An Bord Pleanála appeal being submitted by the Residents Association as opposed to individuals.
The builder (Crekav Landbank Developments) have also lodged an appeal to An Bord Pleanála, and we are therefore awaiting their decision.

The Background
There was a large attendance (approx 200) at the information meeting held in the Pastoral Centre on Thursday 7th January 2016, regarding the two proposed developments on Watson Road/Church Road.
The Watson Road Action Committee (WRAC) advised that Objections plus €20 fee quoting the reference numbers, must be lodged with DLR County Council by 4pm on Friday 15th January 2016.
It is important to remember that separate objections need to be lodged for each of the two Planning Applications.

This development is planned to replace the strip of bungalows and the Kylemore clinic on Church Road. The initial application is for 44 new houses and 34 apartments including a 4 storey Apartment Block. However, there is ample land available to double this number should planning permission be granted.
The property developers propose to tap into the existing Watson Estate drainage and sewerage system, which is already overloaded and damaged. Having been refused access to Church Road, the developers also propose to have all traffic enter and leave the new development through the middle of the Watson Estate via the small narrow cul de sac on Watson Road and a new road onto the main Watson Road itself.
- Should this application be successful it will result in:
- - Very significant additional problems with our sewerage system which will have to be fixed and funded by the residents.
- - The Estate will become highly congested with traffic at peak times adding to the existing traffic jams at these times in the Estate and on Churchview Road resulting in additional "rat-runs" throughout the Estate.
- - Given the number of schools and crèches in the Estate, it represents a real health and safety issue.
- - The Estate becoming a building site for the next 2 to 3 years.
